Facing the impact of globalization, various new governance types have emerged one after another (mainly NGOs, NPOs and communities), especially global citizens. The rise of society has brought hope to mankind and provided a solid foundation for the consolidation of democracy and the protection of human rights. Public affairs actions are no longer just the exclusive undertaking of the government, but must work together with enterprises and third departments to establish cross-departmental governance relationships for mutual assistance and joint decision-making. Taiwan's early political system has gradually changed from authoritarian consolidation in the early days of the move to Taiwan, to authoritarian transformation, and then to democratic transformation. In recent years, it has moved towards democratic consolidation. Under this trend, the role of the government and social power have begun to be adjusted and released. , with the gradual awakening of citizen consciousness, how to build a more mature and kind civil society is the focus of efforts and attention not only in Taiwan, but also around the world. In view of this, the Local Government Research Center of the National Chengchi University School of Social Sciences changed its name to the "Civil Society and Local Governance Research Center" in 2010, hoping to better respond to the development trend of civil society and local governance, and further implement local actions and Academic research is the center's core mission.
